BJP Releases ‘Sankalp Patra’ for 2026 Assam Assembly Elections with 31 Major Commitments

Guwahati, Mar 31 : Union Finance Minister Smti Nirmala Sitaraman alongwith Assam Chief Minister Dr Himanta Biswa Sarma, BJP State President and MP Shri Dilip Saikia , and several Union and State Ministers, today released the Bharatiya Janata Party Election Manifesto, titled ‘Sankalpa Patra’, for the 2026 Assam Assembly elections, presenting 31 major commitments focused on indigenous rights, peace and security, youth empowerment, women’s welfare, infrastructure, education, agriculture, flood control, healthcare, and cultural preservation.
During the release programme, Smti Sitaraman highlighted the massive transformative change BJP brought in Assam in just 10 years leading to not only Assam’s economic growth but also for the NorthEast region as a whole. Chief Minister Dr Himanta Biswa Sarma said that BJP’s manifesto places strong emphasis on protecting the land, heritage, and dignity of the indigenous people of Assam. BJP promises to implement the Immigrants Expulsion from Assam Act, 1950, to expedite the detection and deportation of illegal migrants and free all encroached land from illegal occupation. At the same time, the party has pledged to provide land rights to all indigenous citizens under Mission Basundhara and to protect and preserve Assam’s spiritual and cultural institutions. BJP manifesto also promises the implementation of the Uniform Civil Code, excluding Sixth Schedule areas and tribals. It further pledged to formulate laws to tackle the menace of “love jihad” and “land jihad”.
To accelerate economic growth, BJP has promised an investment of Rs 5 lakh crore to position Assam as India’s eastern gateway through the Assam Gati Shakti Master Plan. This includes major development in roads, railways, waterways, and aviation. Under the Assam Nagar Unnayan Abhijan, the party has promised sustainable satellite townships, industrial cities, a world-class aerocity near Lokpriya Gopinath Bordoloi International Airport, and a Greenfield Doloo Airport in Silchar.
State Spokesperson Mita Nath Bora mentioned that BJP is committed towards youth and women upliftment and the Sankalpa Patra promises 2 lakh additional government jobs in the next five years. Besides under the Chief Minister’s Atmanirbhar Asom Abhijan, financial assistance of up to Rs 5 lakh will be provided to youth. The party has also promised free education from KG to PG for poor students along with the continuity of schemes such as Nijut Moina, Nijut Babu, fee waivers, and student support schemes. Besides, CM Model Schools will be launched with an investment of Rs 8,000 crore to upgrade 1,000 secondary schools in phased manner. BJP promises to appoint 70,000+ teachers in the next five years and launch initiatives such as One District, One University, One Medical College, and One Engineering College. The manifesto also places major emphasis on women’s empowerment. BJP has promised to increase monthly financial assistance under Orunodoi to Rs 3,000 in a phased manner and expand the scheme to cover another 15 lakh households. Similarly, Mukhyamantri Mahila Udyamita Abhijan will be expanded to create 40 lakh “Lakhpati Baideus”, while women-run IR Parks will be established in district headquarters to provide nutritious local meals at subsidised rates.
In the field of culture and heritage, BJP has promised to establish the Ahom Oitijya Songrahalay complex in Guwahati by 2027 to preserve Assam’s heritage, including the historic Vrindavani Vastra. The manifesto also promises to strengthen indigenous languages, include historical Assamese heroes in school curriculum, launch an Assam OTT platform, and regularly organise Assam Sanskriti Mahasangram.
For farmers, BJP has promised annual support of Rs 11,000 for eligible small and marginal farmers by combining state and central schemes. The party has also promised tractor subsidies, power tiller support, dairy assistance, support for fish farmers, and major investments in agricultural infrastructure through the Assam Krishi Unnayan Abhijan. To support poor families, BJP has promised to continue subsidised ration schemes providing rice, masoor dal, sugar, salt, and mustard oil, along with free ration for the poorest households.
Flood control has been identified as one of the biggest priorities for the next five years. BJP has announced the Bar Mukta Assam Mission with an investment of Rs 18,000 crore to make Assam flood-free. The mission includes river rejuvenation, embankment strengthening with modern technology, riverbank stabilisation, erosion control, land reclamation, dredging of National Waterway-2, and creation of a Bar Nirikkhak Bahini to monitor embankments.
For tribal communities, BJP has promised to pursue Scheduled Tribe status for Koch Rajbongshi, Tiwa, Chutia, Moran, Motok, and Adivasi communities while protecting the rights of existing Scheduled Tribes. The party has also promised constitutional status to autonomous councils of Mising, Rabha, Sonowal Kachari, Thengal Kachari, Deori, Tiwa, and Bodo Kachari communities. The manifesto commits to implementing the Forest Rights Act, 2006, in letter and spirit to ensure land security and inclusive development for tribal and indigenous people. For tea tribe communities, BJP has promised land pattas, wage increases up to Rs 500, and comprehensive welfare measures.
Under Pradhan Mantri Awas Yojana, the party has promised an additional 15 lakh houses to ensure every family has a pucca home with basic amenities.
The manifesto also sets an ambitious target of doubling Assam’s economy from around $150 billion to $300 billion by 2036 said Smti Bora. In the healthcare sector, BJP has promised a five-year Assam Swasthya Utkarsh Abhijan with a corpus of Rs 50,000 crore to position Assam as a major healthcare hub. Through the Sankalp Patra, BJP has projected a vision of a stronger, self-reliant, prosperous, and culturally proud Assam over the next five years.
