ASSAM CM INAUGURATES INTEGRATED DC OFFICE, CHINAMARA FLYOVER IN JORHAT

GUWAHATI, Sep 13: Chief Minister Dr. Himanta Biswa Sarma on Sunday inaugurated the newly constructed Integrated Office Building of the District Commissioner, Jorhat, and dedicated the newly constructed Railway Flyover at Chinamara to the people.
He also virtually inaugurated the new building of Luitporiya Mising Higher Secondary School and the hostel of Sivasagar University. The four projects, involving a combined investment of around Rs. 122 crore, are aimed at strengthening administrative, educational and transport infrastructure in Jorhat and Sivasagar districts.
The Integrated DC Office Building at Chinamara has been constructed at a cost of Rs. 49.62 crore on more than 53 bighas of land. The modern facility accommodates the District Commissioner’s Office, Treasury Office, Food and Civil Supplies Branch, Sub-Registrar Branch and Election Branch in separate sections.
The building has a 150-seat auditorium, a 60-seat conference hall, a 50-kilowatt solar power system and parking facilities. A three-storeyed residential building has also been constructed for Grade IV employees.
Speaking at the inaugural programme, Dr. Sarma said the foundation stone of the integrated office building was laid on December 15, 2022. He said the new facility marked an important step towards modernising Assam’s administrative infrastructure and making government services more citizen-friendly.
The Chief Minister pointed out that the Jorhat DC Office had been functioning from a building constructed during the British era. He said the old office building would no longer be used for routine administrative work and announced that it would instead be transformed into a modern museum, which could eventually emerge as a tourist attraction.
Dr. Sarma further announced plans to construct another integrated building in Jorhat to accommodate district-level offices of departments such as Health and Education. He said the government was working towards bringing different departmental offices within two or three integrated complexes in each district.
On the Chinamara Railway Flyover, the Chief Minister said the project would eliminate prolonged waiting at the railway level crossing and improve connectivity between Jorhat and the co-district headquarters of Mariani and Titabor.
Constructed at an estimated cost of Rs. 65.20 crore over the Jorhat-Mariani-Mokokchung Road, the two-lane flyover is 545 metres long and 7.5 metres wide. A 1.5-metre-wide pedestrian footpath has also been provided.
Dr. Sarma said the Chinamara flyover was the fourth major flyover dedicated to the people of Jorhat during the tenure of the present government.
Highlighting the government’s focus on education, he said the newly constructed building of Luitporiya Mising Higher Secondary School, built at a cost of Rs. 3.54 crore under Samagra Shiksha, Assam, would facilitate the upgradation of the institution from a secondary school to a higher secondary school.
He said new buildings were being constructed in 1,100 schools across Assam at an estimated cost of Rs. 5,000 crore, while buildings for around 500 more schools were proposed during the next five years.
The Chief Minister also highlighted several major development projects undertaken in Jorhat during the past five years, including the Lachit Maidam and Cultural Project, constructed at a cost of Rs. 250 crore, and Swaraj Udyan, developed at a cost of Rs. 159 crore over around 175 bighas of land.
He announced that beautification works would be undertaken along the banks of the Bhogdoi River following a proposal by MLA Hitendra Nath Goswami.
Dr. Sarma said the government had focused on creating durable public assets, strengthening infrastructure and educational institutions, implementing welfare schemes and bringing administration closer to citizens through co-districts and new revenue circles.
The programme was attended by MLA Hitendra Nath Goswami, Minister Keshab Mahanta, Tourism Minister Ajanta Neog, Education Minister Dr. Ranoj Pegu, Minister Biswajit Daimary, Minister Nilima Devi, Guardian Minister of Jorhat district Rameshwar Teli, MP Kamakhya Prasad Tasa, Chief Secretary Dr. Ravi Kota, several MLAs, senior officials and other dignitaries.
Meanwhile, Chief Minister Dr. Himanta Biswa Sarma attended the two-day District Commissioners’ Conference, which commenced at the Jorhat Convention Centre on Sunday.
This is the first District Commissioners’ Conference following the formation of the new government. The conference will discuss district development, public grievances, revenue administration, public amenities, infrastructure, law and order, implementation of Central and State government schemes and measures to make administration more responsive and people-oriented.
