Odisha to host Global Energy Leaders’ Summit 2025 in Puri
Deputy Chief Minister KV Singh Deo says GELS will serve as “India’s Energy COP”, boosting state-led collaboration and innovation

Bhubaneswar, Dec. 4: Odisha is gearing up to host the Global Energy Leaders’ Summit (GELS) 2025 in Puri from December 5 to 7, positioning the state at the centre of India’s transition toward clean, secure, and future-ready energy systems. Conceptualised as “a COP for India’s energy sector,” the summit will convene national policymakers, global experts, and industry leaders for high-level deliberations on the country’s long-term energy pathway.
Deputy Chief Minister Kanak Vardhan Singh Deo emphasised Odisha’s commitment to shaping India’s energy future, calling GELS 2025 a pivotal platform for sharing state-level innovations and strengthening both cooperative and competitive federalism. “Odisha is proud to host a summit that brings leading voices together to support India’s journey to secure, sustainable, and future-ready energy systems,” he said, underlining the state’s leadership role amid rapid global energy transitions. Singh Deo noted that GELS would enable states to learn from each other’s successes and adopt new strategies anchored in technology and innovation.
The Summit theme, “Powering India: Sufficiency, Balance, Innovation,” reflects India’s priorities of ensuring reliable and affordable energy, balancing ecological concerns with economic growth, and accelerating breakthroughs in policy and technology. Modelled on international COP frameworks, GELS 2025 aims to create a robust platform for structured policy dialogue involving the Union Government, around 15 States, and more than 30 national and international experts.
Principal Secretary (Energy) Vishal Kumar Dev said Odisha is fully prepared to host this milestone event. He noted that India’s next phase of energy reform would require strengthened institutions, improved coordination, and deeper collaboration among States. “Odisha was the first state in India to reform its power sector in the 1990s; by hosting the inaugural GELS 2025, the legacy continues,” he said.
The Summit will witness participation from a distinguished group of global leaders, including Lena Backer of the India–EU Trade Council, IRENA Deputy Director-General Gauri Singh, Tony Blair Institute’s Pierre Noël, Tata Power CEO Praveer Sinha, experts from IIT Kanpur and NTU Singapore, and senior advisers from IEEFA and ORF. NITI Aayog CEO B.V.R. Subrahmanyam will deliver a special address at the closing plenary on December 7.
Senior representatives from the Union Power and New & Renewable Energy Ministries, Chief Ministers of Himachal Pradesh and Chhattisgarh, and State Power Ministers and Secretaries from across India are also slated to attend.
Chief Minister Mohan Charan Majhi will formally inaugurate the Summit on December 6 in the presence of Deputy Chief Ministers Singh Deo and Pravati Parida. Delegates will also experience Odisha’s cultural heritage during a visit to the Konark Festival.
Organised in partnership with the Tony Blair Institute and IIT Kanpur, GELS 2025 aligns with India’s Net Zero 2070 vision and aims to institutionalise sustained dialogue and cooperation among States, global experts, and national institutions—strengthening India’s leadership in the global clean-energy transition.
