Odisha to promote millet-based liquor to boost economy and curb illicit trade

Bhubaneswar, Feb. 21: The Odisha government is set to promote liquor made from locally grown millets to strengthen the agricultural economy and tackle the issue of illicit liquor. This strategic move was discussed during a review meeting of the state’s excise department on Friday, chaired by Excise Minister Prithiviraj Harichandan.
To bring this initiative to life, the state is exploring partnerships with companies specializing in millet-based liquor production. According to the excise department, initial discussions have already begun with several firms. In support of this initiative, the government has introduced a subsidy scheme for producers and is collaborating with the industries department to ensure smooth implementation.
In addition to millet-based liquor, Odisha is planning to modernize the production of high-quality, flavored liquor from mahua. Mahua, a traditional brew with cultural significance in the state, is popular among local communities. The government’s goal is to enhance its quality and broaden its appeal.
To further boost the state’s economy, Odisha is considering the local production of premium-quality foreign liquor. These initiatives are expected to be part of the upcoming Excise Policy 2025-26, which will also include strategies to combat the sale of illicit liquor.
“The state government has decided to provide incentives for brewing liquor from millets and mahua. The new excise policy will include various measures to address the issue of illicit liquor,” an official from the excise department stated.
Looking ahead, the government is also exploring opportunities to export high-quality liquor to other states and international markets. Excise Commissioner Narasingha Bhol emphasized that this move could significantly enhance state revenue and promote global recognition of Odisha’s traditional brews.
“This initiative is not only aimed at boosting the state’s economy but also at promoting sustainable agricultural practices by supporting local millet farmers,” a government official remarked.
