Odisha FM presents 28,200 Cr Supplementary Budget; focus on disaster management

Bhubaneswar, Sept. 22: Finance minister Bikram Keshari Arukha on Friday presented a Supplementary Budget of Rs 28,200 crore for 2023-24 fiscal in the Odisha Legislative Assembly.
The state government moved the Supplementary Budget to provide additional funds for the completion of various ongoing developmental projects in Odisha, said the finance minister.
Besides, additional funds were also required for financing various centrally-sponsored schemes in Odisha, he added.
“The Supplementary Budget is aimed at fulfilling the requirement of funds for public welfare and developmental activities in the state through relocation of available resources and receipt of tied-up resources from various sources,” said the FM.
In the Supplementary Budget, the FM has allocated Rs 20,100 crore for programme expenditure, Rs 2,864 crore towards administrative expenditure, Rs 4,664 crore for Disaster Response Funds and Rs 572 crore for transfers from state.
According to the Supplementary Budget proposals, the state government has allocated the highest sum of Rs 4,698 crore towards disaster management, Rs 4,083 crore for panchayati raj and drinking water department, Rs 2,882 crore for School and Mass Education department, Rs 2,407 crore for Water Resources department, Rs 1,355 crore for ST and SC development department, Rs 1,327 crore for health and family welfare department and Rs 1,088 crore for housing and urban development department.
Similarly, the state government has proposed to provide Rs 783 crore for Mission Shakti department, Rs 781 crore for Home department, Rs 748 crore for Transport department, Rs 673 crore for Agriculture department, Rs 897 crore for Rural Development department, Rs 605 crore for Cooperation department, Rs 842 crore for Higher Education department and Rs 787 crore for Social Security and Empowerment of Persons with Disabilities (SSEPD) department.
The House was adjourned till Monday soon after the Finance Minister moved the Supplementary Budget.
Notably, then FM Niranjan Pujari had moved a Budget proposal of Rs 2.3 lakh crore for 2023-24 financial year in the Odisha Assembly on February 24.
